Governor Sang welcomes MCAs recommendations,ask them to start impeachment process

Nandi Governor Stephen Sang has welcomed recommendations by the County Assembly ad hoc committee investigating the alleged loss of tyres and ECDE materials.

Assembly recommended the sacking of Lands and Education CECs Stanley Baliach and Valentine Chumo.The duo with CEC for Transport Eng.Koech were suspended by the governor.

However assembly committee wanted Koech reinstated and his Chief Off it Jonah Tireito fired.

While giving his verdict owing to the taskforce report on the matter,Sang told the assembly to impeach the three, saying he has done his work and directed them to "show cause why they shouldn’t be sacked".

"The process for the removal is what is popularly 

known as impeachment. It is a process set out under the provisions of Section 40 (2) - (5) of the 

County Government Act and the standing orders of the Assembly.

From the County Assembly report, the recommendation is founded on the investigatory powers 

of the Assembly. It is therefore evident that the recommendation is not forwarded to me in 

exercise of the powers of the Assembly to impeach pursuant to the provisions of Section 40 (2) -

(5) of the County Government Act, 2012" he said.

"After finding them incompetent and having gross misconduct, the assembly should have proceeded to impeach them since it is within their powers. However for chief officers, it’s the [County Public] Service Board [to act], not me," he said.

Sang said he will not protect anyone and interdicted seven officers adversely mentioned by the assembly in its report.

"All those who have been named by the assembly probe report for having had a hand in the theft of construction materials and tyres have now been interdicted with immediate effect," he said.

"Some of them are already facing criminal proceedings in the courts, hence we must be patient for the cases to be concluded."

He said the construction materials cost Sh3.9 million, claiming the figures had been exaggerated by his critics.
